The verdict

RAAYA by Atmosphere (formerly Amari Raaya, rebranded in 2024) is one of the most conceptually distinctive resorts in the Maldives. A 100-acre island in Raa Atoll with a genuine mangrove forest, a skatepark, a BMX track, a zipline, and The Village — a recreation of a Maldivian community complete with food stalls, an ice cream bus, and Boduberu nights. It is the most activity-rich resort in the northern Maldives. The all-inclusive plan is comprehensive, the villas are spacious and modern, and for families and active guests who have grown tired of the passive Maldives experience, RAAYA is a genuinely compelling alternative to the conventional luxury resort.

Getting there

Raa Atoll — approximately 45-50 minutes by seaplane from Velana International Airport. Seaplane transfers are included in the all-inclusive plan, which is a significant practical and financial advantage over most Raa Atoll resorts. Daylight arrivals only.

The concept — Seb's island

RAAYA is built around the story of Seb, a fictional lone adventurer cast ashore on a Maldivian island. The narrative is woven into every element of the resort — guests can discover Seb's story through QR codes around the island, his workshop has become The Village, and the activities programme reflects the island survival skills he developed. It sounds whimsical, and it is, but it works. The storytelling gives RAAYA a coherent identity that most resorts lack. Children in particular engage enthusiastically with the narrative, and the treasure hunt quality of discovering Seb's legacy around the island adds an interactive dimension unusual in the Maldives.

The Village

The Village is RAAYA's most distinctive feature — a recreation of a traditional Maldivian community at the heart of the resort. Local food stalls, a vintage ice cream bus, a carpenter's workshop where guests can build their own miniature wooden dhoni to take home, the Maai Spa, a sports bar, a skatepark, BMX bikes, a zipline, and a football pitch are all gathered here. It is impossible to be bored at The Village. The all-inclusive plan

RAAYA's all-inclusive plan is one of the more comprehensive in Raa Atoll, covering all meals across multiple restaurants, premium beverages including spirits and cocktails, most activities, and — uniquely — the seaplane transfer. The seaplane inclusion alone saves guests a significant sum that would otherwise be charged separately. Guests consistently note that the all-inclusive plan works well at RAAYA because the activity breadth gives them plenty of ways to use the included hours — unlike resorts where the AI plan gives you meals and little else to spend the day doing.

Insider tip

Book the wooden dhoni building workshop early — it is complimentary and each guest receives their own finished dhoni as a souvenir, but slots fill up quickly. The elevated mangrove walkway at sunrise is one of the most quietly beautiful experiences on the island — almost no one else is there at that hour. For snorkelling, take the daily excursion to the nearby reef rather than expecting a house reef encounter directly from the beach.

The marine environment — honest assessment

RAAYA does not have a classic Maldivian house reef. The island's construction affected the reef immediately surrounding it, and direct-from-beach snorkelling is limited. This is a significant consideration for guests who prioritise reef access above all other factors. The resort runs daily snorkelling excursions to nearby reef sites in Raa Atoll, which are good — but require a boat trip rather than stepping off the beach. For serious snorkellers and divers, RAAYA's strengths lie elsewhere. For families and guests for whom the resort's activity breadth, The Village, and the all-inclusive plan are the primary draw, the house reef situation is a manageable compromise.

All villas are modern, spacious, and well-designed — RAAYA opened in 2023 and the accommodation quality reflects the investment of a newer build.
